"Stalling" has a couple of meanings. When used in relation to cars and machinery, it means "stop running", as in "The car stalled because of the engine overload". When used in conversational informal English, it means "delaying, putting something off", as in "He was stalling the dentist because he was afraid of the procedure" :)

Stalling is an action, and it means that the person who is stalling is trying to waste time on purpose. For example, if I am doing badly in a sport like basketball, I can try and stall the game by just bounding the ball around between myself and one other teammate until more teammates can join us, and then attack again.
