    Today, we discuss whether the rule without punishment would be effective or not. In one of the Japan's cities, the mayor initiated the ban that pedestrians are not allowed to use the cellphones while walking. Although the violators breaching the rule would not be fined, this rule could still be effective because Japan is a collectivist nation. Individuals think that the harmony of society is more important than their personal interests.
